美欧暂停互征关税的联合声明，17年飞机补贴大战有望终结

欧盟和美国周五（3月5日）同意把因飞机补贴争端而实施的价值数十亿美元的进口关税暂停四个月，并致力于在世界贸易组织解决这个持续了16年的争端。美国总统拜登和欧盟委员会主席冯德莱恩星期五通话时同意暂停关税。

双方在一份联合声明中表示，四个月的暂停将涵盖美国对75亿美元欧盟进口产品征收的全部关税以及欧盟对40亿美元美国产品征收的全部关税。

声明说，通过谈判达成的解决方案的关键内容将包括关于未来在该行业提供支持的约束，以及“应对非市场经济体的新加入者扭曲贸易的做法和构成的挑战”。

美国与欧盟因在飞机制造商空中客车(Airbus)和波音(Boeing)的补贴问题上的争端向世贸组织提出了长期诉讼。前总统特朗普的政府在2019年10月对欧盟的进口产品征收关税。在美国拒绝接受欧盟提出的不要征收这些关税的请求后，欧盟去年11月也对价值40亿美元的美国产品征收关税。

白宫的声明说，拜登强调了他对欧盟的支持，以及他修复和振兴美欧伙伴关系的承诺。

冯德莱恩称，该协议对大西洋两岸的商业和工业来说是一个极好的消息，对未来几年的经济合作是一个非常积极的信号。

“The European Union and the United States today agreed on the mutual suspension for four months of the tariffs related to the World Trade Organization (WTO) Aircraft disputes. The suspension will cover all tariffs both on aircraft as well as on non-aircraft products, and will become effective as soon as the internal procedures on both sides are completed.

“This will allow the EU and the US to ease the burden on their industries and workers and focus efforts towards resolving these long running disputes at the WTO.

“The EU and the US are committed to reach a comprehensive and durable negotiated solution to the Aircraft disputes. Key elements of a negotiated solution will include disciplines on future support in this sector, outstanding support measures, monitoring and enforcement, and addressing the trade distortive practices of and challenges posed by new entrants to the sector from non-market economies, such asChina.

“These steps signal the determination of both sides to embark on a fresh start in the relationship.”
